Urgent Action Required Delayed Power Restoration Notice e

[URGENT NOTICE] Delayed Power Restoration for Institute of Biotechnology, Life Science Building I, and Life Science Building II

Affected Duration: Sunday, August 2, 2026, 08:00 AM – 07:00 PM (19:00)
Affected Areas: Institute of Biotechnology, Life Science Building I, and Life Science Building II.

Reasons for Delayed Restoration:
1.Project Overview: Today’s annual routine maintenance outage was executed in synchronization with the voltage conversion operations for the Institute of Biotechnology, Life Science Building I, and Life Science Building II. Due to the "build-before-demolish" sequence required for the loop switch (RMU) at Life Science Building II, the scheduled timeline was extended. Although onsite installation is complete, post-work testing by our engineering consultants revealed an anomaly in the turn ratio measurement of the Potential Transformer (PT) at the College of Humanities and Social Sciences (CHSS) substation. Necessary adjustments are currently underway, resulting in an estimated 2-hour delay in power restoration for the aforementioned buildings. All other buildings supplied by the Second High-Voltage Substation have successfully had their power restored at 14:30.
2.Technical Calibration: The PT turn ratios at CHSS and associated facilities require essential recalibration to safely accommodate the voltage upgrade from 11.4kV to 22.8kV. To guarantee subsequent high-voltage electrical safety, the Division of Construction & Maintenance and the technical crew are working at full speed to accelerate these adjustments.
3.Schedule Impact: Affected by this ongoing calibration, power restoration for the impacted buildings will be delayed by 2 hours. Power is estimated to return around 19:00, but will be restored immediately upon earlier completion without further notice.

Estimated Time of Restoration:
Expected by 19:00 today (subject to actual progress of onsite adjustments and safety testing).

Affected units are kindly requested to make necessary preparations in advance.
Sincerely,

Division of Construction & Maintenance
